USD/JPY continues to climb towards 110

The comments from the Minister of Health regarding the country’s Pension Fund gave some strength to the JPY in a week that otherwise was USD positive. The new comments that closed the week regarding changes to the pension fund’s mandate and asset allocation weakened the currency.

The USD/JPY has gained 4.9% in September. The strength of the US economy has pushed the USD higher against all major currencies. In contrast the Japanese economy continues to struggle to get back on a growth track. The ghost of the April sales tax continues to plague the economy. The USD/JPY pair started the month at 104 and has steadily climbed to 109. Next week’s US Non-farm payrolls could further consolidate USD strength and break the 110 level.

Japan’s Government Pension Investment Fund

It is a known fact that the Japanese hold a very high savings rate. The Yen has benefited from local demand, even when rates were not attractive to foreign investors. Another well known fact is the age makeup of modern Japan. Retirees and the elderly are a big part of the inverted pyramid of Japanese demographics. What has not been common knowledge until now is how important to the strength of the Yen is the Pension plans or in this case the $ 1.2 trillion Public Pension Reserve.

The government wants to allow the pension fund to seek higher returns elsewhere. Currently it holds more than 50% in local bonds. Comments from the Health and Welfere Minister, to which the pension fund reports earlier in the week pointed to a slow and steady change. The markets saw it as a sign of Yen support. Friday the Welfare Minister made comments that changes to the pension fund could be made without new legislation.

Shinzo Abe’s government want the GPIF to buy less local bonds for two reasons: Ensure JPY weakness to give exporters a competitive edge. Boost the stock market rally that is slowing down.

Market participants are closely following any developments as a new arrow for Abenomics could be leaving the quiver.

China PMI a hair above expansion reading

The HSBC Flash Manufacturing PMI was released earlier this week. The reading of 50.5 was slightly above expectations and the previous reading of 50.2. This is just a hair above expansion which will not be comforting to the Chinese government as it is not a sign of accelerating growth. The government announced last week that it will inject $ 81 billion into the 5 largest banks to spur lending. This move was criticized by analysts as there were better alternatives that would have met the targets if the government had not focused only on state-owned banks.

Next Week For Asia:

The ECB is set to take the stage next week. German numbers continue to be solid when compared to the rest of Europe. The fact is that Germany is not immune economic woes and the sentiment polls have shown there is lack of confidence from business and consumers alike. Mario Draghi and company have the difficult task of convincing the market with words as there will be little change in actual actions.

Friday’s Non-farm payrolls in the US will help or hurt the case of a faster rate hike. Federal Reserve members have spent all week contradicting their forecasts in the media, which has left a lot of uncertainty on the timeline on when the Fed will hike rates. Currently the majority of analyst are envisioning a Q2 rate hike at the earliest. A good employment number might bring that a little close to the present.

Wednesday the Chinese NBS Manufacturing PMI data will be released. The Flash PMI from HSBC has already prepared the market for a number very close to forecast and previous reading. China is not growing at the pace the market or their own government needs.

Australian Trade Balance will be published on Thursday and Asia will close the week with the release of the China Non-Manufacturing PMI on Friday.

China Launches Gold Exchange to Capture Asian Market

China launched a gold exchange open to foreign players for the first time on Thursday, putting the world’s top bullion buyer on track to win a race to set the benchmark price in Asia.

The launch of the Shanghai Gold Exchange’s international bourse with yuan-denominated contracts is the first in a slew of bullion contracts expected in Asia, including Singapore and Hong Kong, before the end of the year as the region aims to have pricing power as the top consumer of the metal.

China’s efforts have the best chance of success, say market players, as it has a huge home market. With imports of over 1,000 tonnes of gold last year and local production of about 400 tonnes, China consumes over a third of global supply.

A successful take-up of the exchange could see gold priced and paid for in yuan rather than the U.S. dollar, challenging the traditional dominance of London and New York in trading.

The exchange’s launch is also a big boost for the free trade zone, where the bourse is located. Despite being touted as a test bed for financial reforms, the zone has struggled to show significant progress in its first year.

“The launch of the gold contracts will increase China’s influence and improve price discovery,” China central bank governor Zhou Xiaochuan said at a launch event in Shanghai.

Is farming rice differently the key to ending hunger? India tries it

While the government lays out a plan to stockpile and distribute subsidized grains to feed the hungry, a new way of planting and farming rice across India has proven dramatic success.

It's called the "System of Rice Intensification" and it's a farming method designed to increase rice yields. Using the SRI technique, farmers plant fewer, younger rice seedlings farther apart than the conventional method, and use water sparingly instead of flooding the fields continuously. This minimizes competition by the seedlings for nutrients, water, and sunlight, which allows for healthier root growth.

Farmers around the world using the method have experienced production increases of 20 percent to 50 percent or more, while reducing seed use by 80 percent to 90 percent. And they've saved up to half of their usual water use. Indian rice farmers who have switched to the new technique report that they spend less time in the fields, although initially it's labor intensive.

Duddeda Sugunavva, a rice farmer from the Warangal district of Andhra Pradesh in India, began using the method on just one-tenth of her two acres of land.

“I was reluctant at first to try a method that was completely contrary to what I’ve been using for decades,” she told SRI India.

But after harvesting six 70 kg bags from that small plot–rather than the usual four bags–Sugunavva expanded the method to her entire two acres, and has been using SRI practices exclusively for five seasons. SRI has saved Sugunavva 4,000 rupees per acre.

While the farming method has gained popularity in India in the last few years, SRI is not an entirely new concept. Developed in Madagascar in the early 1980s by the French Jesuit priest Henri de Laulanié, SRI increased Malagasy farmers' productivity, while decreasing the country's dependence on rice imports.

In its early days, SRI was not taken seriously, but now an estimated 4-5 million farmers worldwide use the technique, and governments in China, Indonesia, Sri Lanka, Cambodia, Vietnam and India promote it.

The Indian state of Bihar, which saw dramatic crop gains in 2013 from SRI, will invest $50 million towards educating farmers about the new method in 2014.

While the Indian government supports experimentation with SRI, a quarter of the world’s 870 million hungry poor live in India, so it also must continue to battle poverty through traditional mean, like food subsidies.

In order to alleviate chronic hunger and poverty, the government passed the National Food Security Bill in August, which provides subsidized rice, wheat, and millet to nearly 70 percent of India’s 1.2 billion people.

The government will spend about $4 billion per year to distribute these grains through the approximately 500,000 “fair price shops,” which are government-approved stores located throughout the nation that sell subsidized food and non-food items.

In order for the bill to be effective, India also needed to convince the World Trade Organization (WTO) to change global subsidy limits so governments of developing countries would have more flexibility to pay poor farmers above market prices to contribute to national food stockpiles.

India took a firm stand on the food security issue, and after tough negotiations, the WTO reached an agreement in early December that permits nations such as India to store and sell staple grains to the poor at subsidized rates.

The agreement will allow India to go ahead with its food security plan.

Critics of the new food security bill warn that such a policy shift could harm poor farmers in other parts of the world, since rules on farm subsidies don’t allow domestic policies to alter the price of food on the international market. This means that farmers outside India must compete with the prices of the heavily subsidized grains, threatening their livelihood.

Food security analysts also raise concerns about corruption interfering with the distribution of the grains. If intercepted by middlemen, much of the subsidized food may end up being sold illegally rather than through the intended fair price shops, according to the Wall Street Journal.

SRI appears to offer a long-term, environmentally friendly, cost- and time-effective food production future for India. A 30 percent increase in crop yields could go a long way to empower India’s smallholder farmers and alleviate poverty.

But the question remains: Can the technique work well enough to surpass traditional aid and feed India's poor?

On January 2 this year, The Guardian revealed that a German physics teacher had been inspired by Paul’s book, Out of Poverty, to produce $1 eyeglasses and market them in Rwanda.

Martin Aufmuth, founder of OneDollarGlasses, created a hand-operated milling machine that allows opticians to produce his glasses at a cost of $1 apiece after 14 days of training. To enable the local specialist to turn a profit, the glasses sell for between $2 and $7, according to The Guardian.

According to Vision Aid Overseas, some 10 percent of the world’s population are vision-impaired, and eyeglasses could correct the vision problems of virtually all of them—sometimes making an enormous difference in their lives. For example, for a tailor in a hill village in Nepal who no longer can see to sew, a pair of affordable eyeglasses makes the difference between earning a living and becoming a beggar.

Usually beginning in their forties, many people become unable to focus their vision on near objects, a condition called presbyopia. Today you can go into a drugstore in Denver or Amsterdam and select an $8 pair of reading glasses that will correct your vision problem. Why not make a robust version of this display stand available to the nearly 700 million poor people in the world who need eyeglasses?

Give me a market so I can see

Adaptive Eye Care, a UK-based company, uses the invention of an Oxford physics professor, Joshua Silver, to bring self-adjusting eyeglasses to people who need them. The constraint here is the cost—$15 dollars now, perhaps $10 or less with volume, but still not affordable to people who earn less than $2 a day.

New Eyes for the Needy, a U.S.-based organization, shipped 355,000 donated used eyeglasses in good condition during 2005-2006 to medical missions and charitable organizations in developing countries. The problem here is that giving glasses away is not a scheme that can be scaled up to reach more than a tiny fraction of the people who need them.

In first five years alone, New York–based VisionSpring (formerly Scojo Foundation) and its partners sold 50,000 reading glasses, at prices from three to five dollars, in India, Bangladesh, and El Salvador. And they referred 70,000 people to eye-care professionals through a network of 600 vision entrepreneurs, 26 franchise partners, and a number of urban wholesalers distributing to pharmacies and other retail outlets. Now, eight years after its founding, VisionSpring glasses are being worn in 26 developing countries. The organization employs a systematized partnership model that works with microfinance institutions, NGOs, for profit businesses, and social enterprises.

Graham Macmillan, former executive director of what was then called Scojo Foundation (now VisionSpring), told Paul Polak that a surprising number of small-acreage farmers were enthusiastic customers for affordable eyeglasses, because without these glasses they can’t read the labels on seed packages. Some of them don’t know what crop they are planting until it begins to come up.

The combined efforts of VisionSpring, New Eyes for the Needy, and Adaptive Eyecare have reached less than one percent of the 670 million poor people who need eyeglasses. The rest live with serious visual problems, paying a significant price in lost income because they can’t see straight — while society pays the price of their lower productivity.

This is outrageous, because there is such a simple solution in taking advantage of uncomplicated eyeglass display stands that already sell affordable eyeglasses to millions of wealthier customers. It would take five to ten million dollars in venture capital to start an international company that would buy a million eyeglasses in mainland China at around fifty cents apiece, design robust, visually appealing mobile display stands pushed by people or pulled by bicycles or motor scooters in poor areas, perhaps forming partnerships with major corporations such as Tata in India, developing an effective global distribution and marketing strategy.

The company’s goal would be to reach sales of 50 million $2 eyeglasses within five years, and make a healthy profit doing it.

One-acre, $2-a-day farmers and their urban brothers and sisters are already hard-nosed, stubborn survivalist entrepreneurs ready to take advantage of marketplace opportunities if the price is right, the return is high, and the risk is low. But they need private-sector supply chains to furnish them with the tools, materials, and information required to create high-value products, and private-sector value chains that sell what they produce at an attractive profit. As their incomes increase, they become customers for products like affordable eyeglasses, houses, solar lighting, health care, and education.

New markets that serve poor customers will provide opportunities for hundreds of millions of dollar-a-day people to move out of poverty. But a revolution in design is needed to create the range of new income-generating tools that will make this move possible.

Nov. 8, 2013 — An international team of high-energy physicists says the discovery of an electrically charged subatomic particle called Zc(4020) is a sign that they have begun to unveil a whole new family of four-quark objects.The Beijing Spectrometer (BESIII) collaboration, which includes scientists from UH Mānoa, previously announced the discovery of a mysterious four-quark particle called Zc(3900) in April 2013.”While quarks have long been known to bind together in groups of twos or threes, these new results seem to be quickly opening the door to a previously elusive type of four-quark matter,” said Frederick Harris, a professor of physics and astronomy at UH Mānoa, and a spokesman for the BESIII experiment. “The unique data sample collected by the BESIII collaboration has continued to yield a stream of clues about the nature of multi-quark objects.”The recent breakthroughs by the BESIII collaboration have come about through a dedicated study of the byproducts of the anomalous Y(4260) particle.Using the Beijing Electron Positron Collider (BEPCII) in China, scientists tuned the energy at which electrons and positrons annihilate matter to 4260 MeV, which corresponds to the mass of the Y(4260) particle. The BESIII Collaboration used this method to directly produce and collect large samples of the particle’s byproducts, or decays.This experimental method allowed the BESIII collaboration to first observe the Zc(3900) and then the Zc(4020). Also recently spotted in the decays is the electrically neutral X(3872), a particle that has been experimentally established for more than 10 years, and has long been suspected to be a four-quark object.”The year 2013 has so far been an exciting one for the BESIII experiment,” Harris said. “Using decays of the Y(4260), a family of four-quark objects has begun to appear. While the theoretical picture remains to be finalized, more and more clues are suggesting that we are witnessing new forms of matter. And while a new ‘zoo’ of mysterious particles is emerging, it seems a new classification system may soon be at hand to understand it.”About the BESIII ExperimentThe Beijing Spectrometer (BESIII) experiment at the Beijing Electron Positron Collider is composed of about 350 physicists from 50 institutions in 11 countries. U.S. groups include Carnegie Mellon University, Indiana University, The University of Minnesota, The University of Rochester, as well as physicists in the High Energy Physics Group, in the Department of Physics and Astronomy at the University of Hawai’i at Mānoa.
