So does student debt. More than 70 percent of US college graduates last year had student loan debt, with an average of more than $29,000, according to a report by the Institute for College Access & Success, a research and advocacy group.


In Massachusetts, 2012 graduates of Wheelock and several other small private schools — Anna Maria College, Becker College, and Curry College — had average debts of more than $40,000.

The latest figures underline the growing problem of the massive sums many college students are borrowing, debt that follows them for years. Last year, the Consumer Financial Protection Bureau estimated that national student loan debt was approaching $1.2 trillion, a 20 percent jump from 2011.


‘Students and families need to know that debt levels can vary widely from college to college.’


“Students and families need to know that debt levels can vary widely from college to college,” said Lauren Asher, president of the Institute for College Access & Success.


Students in Massachusetts graduated with average debt of more than $28,000, the 12th-highest in the country. Two-thirds of all students graduated with some debt.


Loan burdens are often heaviest at small private schools with modest endowments, where tuition is high and financial aid — grants, scholarships, and other nonloan assistance — is relatively modest.


At wealthier private schools, such as Boston College, Amherst College, and Harvard University, loan burdens are far less onerous, the report found.


That is because these schools can dip into their endowments to help disadvantaged students.


At Williams College, where the annual cost of attendance is almost $59,000, less than one-third of students graduate with debt, with an average burden of under $13,000.


By contrast, at Becker College, which costs about $43,000 annually, nearly all students take out loans and leave the school with an average debt of nearly $45,000.


At Boston University, Suffolk University, and Babson College, students graduated with average debt of more than $30,000.


The report relied on figures provided by colleges, and more than half of all public and nonprofit private schools responded.


Richard Doherty, president of the Association of Independent Colleges and Universities in Massachusetts, said that students, on average, graduate from private colleges in Massachusetts with only slightly more debt than graduates from public colleges.


At the University of Massachusetts Amherst, for example, more than 70 percent of graduates took out loans, with an average debt of nearly $28,000.


“By and large, there is a tremendous amount of institutional aid,” at private colleges, which for most students substantially lowers the overall cost, Doherty said.


In Massachusetts, many colleges say they have increased financial aid in an effort to ease the burden on students and their families.


Wheelock says it provides assistance to nearly all its students, with an average of $21,200 in aid.


Becker, in Worcester, says it has boosted aid by more than 43 percent over the past three years, but it is a tuition-dependent college with a modest endowment.


For undergraduates who entered Becker this fall, tuition will remain frozen during their four years.


Officials at smaller private colleges say they attract many students from less wealthy backgrounds, who even with generous financial aid packages must borrow money.


At the same time, the schools typically lack the substantial endowments of larger schools.


“They are the least wealthy institutions, and they provide access to and serve some of the financially neediest students,” said Fran Jackson, director of communication for Curry College in Milton, which costs more than $47,000 annually for resident students.


The school has increased financial aid by $7 million in recent years to help students defray the cost, Jackson said.


At Wheelock, many students were unsure how much they would ultimately have to borrow, but most believed it was worth it to attend a strong school.


“It’s one of those things you just expect going to a private college,” said Jessica Hersom, a junior from Maine. “I’m getting a great education here.”


Indeed, many students said cost did not play a major role in their college decision. They placed a higher value on the small, close-knit campus and its Boston location.


That was also true for Shuqom, who is from Brookline but lives on campus. For now, she was content not to worry too much about the mounting debt.

PLUS loans

Direct PLUS loans are federal loans made to graduate or professional students and parents of dependent undergraduate students to help pay for education expenses not covered by other financial aid. The U.S. Department of Education (ED) is the lender. The maximum loan amount is the student’s cost of attendance (COA), determined by the school, less any other financial aid received. Tuition and fees, room and board, books and supplies, transportation and miscellaneous expenses are counted as COA, permitting annual borrowing of up to tens of thousands of dollars.


The FAFSA, first available for filing by students each January for the next school year starting in the fall, serves as the PLUS loan application.


The interest rate for Direct PLUS Loans is currently fixed at 6.4 precent. There is also a 4.288 percent loan origination fee when first disbursed on or after Dec. 1, 2013.


Usually borrowers must not have an adverse credit history but may still receive a PLUS loan under certain circumstances according to the ED’s website.


Controversial change in PLUS


In determining whether a PLUS loan applicant has an adverse credit history, ED changed how it evaluates the 90-day debt delinquency, in the fall of 2011. “Ensure parents aren’t taking loans they can’t pay back,” is one of ED’s rationales for the modification, a screen of the downloadable powerpoint presentation mentions.


A direct result of the change was a 50 percent increase in PLUS loan denial rates. Historically black colleges and universities (HBCU) and for-profit colleges were greatly impacted, another screen shows. This led to decreased enrollment, loss of revenue, delays in physical plant maintenance, furloughs, and layoffs, according to the policy brief of The Parent Trap report about Parent PLUS loans and intergenerational debt.


Students also suffered. Incoming freshmen whose parents were denied loans after they paid enrollment deposits were suddenly faced with a much steeper bill. Upperclassmen relying on prior parent approvals were immediately faced with a huge financial shortfall on their college bill.


The Parent Trap


The Parent Trap report was released in conjunction with the panel discussion. Written by New America policy analyst Rachel Fishman, it explains the history of Parent PLUS loans, recent changes and those most affected by the changes. It concludes with recommendations for Parent PLUS loans reforms such as:


Factor in “Ability to Pay” in addition to a credit check.

Cap Parent Plus loans to prevent over-borrowing and remove an incentive for schools to increase revenue by raising their COA and funding the increase via Parent PLUS.

Prohibit institutions from including Parent PLUS loans in financial aid awards.

Explore including Parent PLUS loans in Cohort Default Rate calculations to make schools accountable for repayment.

End Parent PLUS loan program and increase dependent student loan limits.

College affordability options


Students need access to college but their college dreams shouldn’t put parents at financial risk. Parents should review their finances and have a realistic repayment plan before applying for any government or private education loan because there is no retirement loan.


Here are ten college affordability options for students:


Check the school’s stats before applying (graduation rate, student debt amounts, student loan default rate, average discounts on tuition).

Search for scholarships sponsored by large and/or local businesses, institutions, employers, high schools, private organizations and groups.

Apply for federal and state financial aid.

Carefully compare financial aid awards from schools offering admission.

Appeal inadequate financial aid award from choice college with documentation about true financial situation, through the school’s Financial Aid Office.

Ask the school about grants, scholarships and work-study opportunities instead of loans.


Before borrowing, have an affordable repayment plan considering ability to repay based on lifestyle sought and beginning salaries in field of study.

Students whose parents are denied a PLUS loan may be eligible for additional unsubsidized Stafford loans but should be careful not to join the ranks of students who are drowning in too much student loan debt. The purpose of higher education is to enhance futures not endanger them. Parents can help their students use all tools and checklists available to help them prepare for college, estimate college costs, and pay for college.

On the basis of her own recent findings, SINTEF scientist Catrine Ahlén warns that we should not blindly assume that the measures recommended to deal with legionella infections in water systems always work.Mystery solvedThe number of cases of legionellosis, or Legionnaires’ disease, has increased in Europe during the past few years, at the same time as a mystery has been building up; on board ships and in buildings all over the world, the feared bacteria have repeatedly turned up in tap-water, in spite of the recommended high doses of chlorine and hot-water treatments that have been implemented — measures that these bacteria don’t normally survive.But now the mystery appears to have been solved.Time to extend emergency preparednessFor the past three years, Catrine Ahlén has been collaborating with the Royal Norwegian Navy and her own colleagues at SINTEF and NTNU in systematic studies of how legionella problems arise and remain in ships’ water systems.In the samples from the navy ships, the SINTEF senior scientist found evidence that the bacteria had survived the recommended treatment by using the amoebae as a shield, something that had not previously been demonstrated in a water supply system.Chlorine and hot water kill legionella, but not amoebae, so Ahlén now strongly recommends that our contingency planning for legionella outbreaks should be extended to include the demonstration and elimination of amoebae, both at sea and ashore.Old water pipesOn land, legionella bacteria are tend to be found in the water supply of hotels, sports halls and swimming baths, and of institutions like hospitals and nursing homes.”The Norwegian water supply system is old. The pipes contain huge amounts of internal fouling in the shape of biofilm, a slimy coating that offers amoebae first-class living conditions. The network can therefore spread amoebae, even though many purification systems at sources of drinking water are hypermodern,” says Ahlén.In view of her findings on behalf of the Navy, she therefore recommends that everyone whose tap-water has been shown to contain legionella should order a set of analyses that would show whether the water also contains amoebae.Find themselves hostsAmoebae are relatively large single-celled organisms. They normally eat bacteria, including legionella; in other words, they kill them. However, laboratory tests in the USA showed as long ago as 2000 that a few legionella bacteria do manage to survive and reproduce inside amoebae.The research project with the Royal Norwegian Navy sampled water from 41 naval vessels.
