Hatch (R-Utah) and Senator Richard Durbin (D-Illinois) pioneered a bipartisan legislation of the Development, Relief and Education for Alien Minors Act, also known as the DREAM Act, Congress has continued to debate over the passage of this immigration bill. Under the Act policy, undocumented immigrant youth, brought to the United States as children, can be legalized and eventually become U.S. citizens.
